1. XEP-0387 (Compliance Suites 2018), vote to move to Draft
-----------------------------------------------------------

The Last Call expired at 2017-11-15. Kevin objects that the Council may have 
to re-issue the Last Call because the current Last Call was issued by the 
previous Council and no decision on advancement was made subsequently.

Since it is not clear that there is any process requiring Council to do so and 
no value is seen in re-issuing the LC, no new LC is issued and the vote is on 
advancement to Draft.

Sam, Daniel, Georg, and Dave vote +1.
Kevin will vote on-list.


2. Vote on deprecating XEP-0095 (Stream Initiation)
---------------------------------------------------

Sam did research on this one. It appears of the clients he inspected, not any 
client *only* supported Stream Initiation (they all supported either 
[XEP-0234] (Jingle File Transfer), Jingle *and* SI, or neither). (see the 
Trello card [1] for details)

Daniel thinks that there are clients which can only do SI, but doesn’t recall 
any off the top of his head.

(Some technical details of SI and Jingle have been omitted in the minutes. 
Please refer to the logs [2] if you are interested in those details.)

Kevin mentions that Jingle is still Experimental and that an LC on Jingle may 
provide useful input on the deprecation decision (without wanting to gate 
deprecation of SI on advancement of Jingle).

Sam agrees with pushing Jingle forward, but thinks that SI is functionally 
deprecated in any case. Sam does not see much value in seeking feedback on the 
deprecation; it would just document what the community has already decided.

Dave, Kevin, Daniel, Georg, and Sam vote +1.


3. Vote on deprecating XEP-0096 (SI File Transfer)

(This has pretty much been discussed in agendum 2.)

4. Issue Last Call for XEP-0363 (HTTP File Upload) for advancement to Draft
---------------------------------------------------------------------------

Sam, Kevin, Daniel, Dave and Georg vote +1

Kevin notes that he’ll have feedback on-list.


5. Trello Triage
----------------

Dave mentions that the proposed agenda has grown over time and much of it has 
been there for a long time.

The [XEP-0280] (Message Carbons) item is briefly discussed. Georg still wants 
to have his changes merged, but also notes that he thinks there isn't much 
sense to move on with XEP-0280 or [XEP-0313] (Message Archive Management) 
without having a general discussion about message routing and persistence in 
general.

There are apparently some changes to [XEP-0186] (Invisible Command) (which is 
currently in Last Call) which were supposed to be made by Peter. Nobody seems 
to know which changes and where they went.

Likewise, the LC on [XEP-0352] (Client State Indication) has expired. Dave 
proposes to re-start the LC on both XEP-0186 and XEP-0352. He will put them on 
the agenda for next weeks meeting.

Agenda about [XEP-0084] (User Avatars), [XEP-0048] (Bookmarks), [XEP-0071] 
(XHTML-IM) deprecation, [XEP-0286] (Mobile Considerations on LTE Networks) are 
put on next weeks agenda.


6. AOB -- Vote on issuing a Last Call for XEP-0234 (Jingle File Transfer)

7. Time of next
---------------

Next week, same time. Dave won’t be able to make it and asks Kevin to chair,
