That sounds great; I'd start by just putting the more-message-corrections namespace in the existing XEP though since it's backwards compatible and likely that if we're reading 0308 we'll want to know about how to do it for previous messages.
Deletion could probably also go in there, but I'd focus on one thing at a time personally.
