Can we really replace XEP-0071 with something that is as "powerful" without 
triggering all the reasons that people wanted it deprecated in the first 
place?

I would say if you want the power, keep using XEP-0071.  It's implemented 
just about everywhere, and works very well, no matter what the "status" on 
the XEP says.
