for enforcing the CoC and have less burden on members or council the GNOME online Code of Conduct committee can be seen as a well documented and a good example to adopt -> https://conduct.gnome.org/reporter-guide/ they account for problems of power (council members breaking CoC for example) and for problems of access (sysadmins breaking CoC that can read messages on the server)
