[Foundation] Text Conferencing Ammendment

Well, voting via memberbot at least has a benefit of validating the
identity (or at least the JID) of the member -- memberbot does not accept
subscription requests from others, and all outgoing subscription requests
are initiated by me once I discover what a new member's JID is.
