[Foundation] voting update

Huh? Oh yeah.  I voted.

My opinions in order of cluterness:

1) There should exist a minimum set of things foundation members do
2) The minimum things should relate to some goals of the foundation (more
than just, Hey, let's be a foundation)
3) closing voting friday is cool -- it's been long enough
4) the way to define foundation roles is to clear up the confusion about
who's reasponsible for what (standards, reference implementations, who has
final say on things, general process stuff) -- mebbe I'm the only one who
wonders

anyhow, now that my mailer has unfrozen I'll send this
