[standards-jig] new RFC draft

One quickie. In 4.4.1 I think you meant to say xmlns for the second to
last attribute and xmlns:stream for the last attribute. Right now they
both say xmlns. Also it might be helpful to describe that these are
actually namespace declarations as opposed to regural attributes?
