[standards-jig] LAST CALL: jabber:iq:private (JEP-0049)

I'm doing some testing, and I notice that if I attempt to set or get the
jabber:iq:private information for another user, I get a 503 error (Service
Unavailable). It seems that I should receive a 403 (Forbidden). However, I
will document the 503.
