we had a conensus a while ago to use http://jabber.org/protocol/* for
the namespaces created in jeps...

why not just extend this bit further and use

so the current avatar namespace would be changed to
http://temas@jabber.org/protocol/avatar  and when it becomes draft/final
to http://jabber.org/protocol/avatar
