[standards-jig] UPDATED: User Avatars (JEP-0084)

There already is an 8K cap (aim compat reasoning), so I'll remove the 
size requirements, but add impl notes suggesting relatively square 
proportions, and that exterior networks such as aim will not accept 
oddly sized images.
