With such a delay, it may become a common situation when both peers
start calling each other: If I (text) chat with someone and we decide to
have a voice chat, and I don't hear ringing from the other person, I
will click "call" button on my end.
So maybe it would be a good idea if such "double" calling could be
detected and solved in a user-friendly way.
