Here is my take....

This spec is not needed in most environments (e.g., not in general
consumer-oriented applicatinos), however some user populations have
asked for it and it will be used on those specialized environments. In
addition it fills a gap by enabling us to use this protocol for one of
the use cases defined in XEP-0022, thus enabling us to deprecate that spec.
