[Standards] more obsolete specs

I notice at http://xmpp.org/extensions/all.shtml that the following
specs are listed as "Deprecated":

XEP-0003: Proxy Accept Socket Service (PASS)

XEP-0011: Jabber Browsing

XEP-0023: Message Expiration

XEP-0025: Jabber HTTP Polling

XEP-0086: Error Condition Mappings

XEP-0093: Roster Item Exchange

I think that at least we can safely change XEPs 3, 11, 23, and 25 to
Obsolete, because as far as I know no one ever really used PASS and
Message Expiration, Jabber Browsing hasn't been widely used for many
years, and Jabber HTTP Polling has been almost completely superseded by
BOSH. The Error Condition Mappings are probably still somewhat useful
for historical purposes, so I'd be fine with keeping that as Deprecated.
It seems to me that both XEPs 93 and 144 (which define different flavors
of roster item exchange) are not widely implemented, so I'm agnostic
about those.

Thoughts?
