[Standards] Proposed XMPP Extension: Extensible In-Band Registration

We have for IoT so far used the
http://www.xmpp.org/extensions/xep-0348.html#ibr

this to enable devices to create account's for themselfs rather than having
preconfigured accounts for all devices and you are able to track the
account creation and block bad behaviours.
