they account for problems of power (council members breaking CoC for
example) and for problems of access (sysadmins breaking CoC that can
read messages on the server)
XEP-0458 does have a bunch of text about Board appointing a Conduct team,
and reporting going to them, and so on. This is definitely clearer, better
written, and more refined. But it still needs Board to appoint a Conduct
team.
My concerns with XEP-0458 isn't what precise words it uses where and when,
it's that there's still no Conduct team. Without that, it's easy to suggest
we don't take it seriously.
