[Foundation] Reset: Back to business

Sorry, my suggestion of "do-over" was a fast and somewhat flippant
response to Iain's call for immediate reactions. Obviously we have the
bylaws for a reason, and any solutions we formulate need to work in the
context of our governing rules.
