In Spain each party has a different paper sheet. You enter to the voting
booth and choose the sheet (party) you like most. Then put that sheet in
a "opaque" envelope, exit the voting booth and go to put your closed
envelope into the (transparent) voting "fishbowl". You can vote with an
empty envelope, so voting "blank".
Sometimes a party run out of sheets (for example, somebody could trash
all sheets of a rival party). Then any voter/party/staff can stall the
voting process until more sheets are available for all parties. In fact
I did it once, and I was actually voting for another party.
