Notice the status of the drafts you listed. The author uploaded them for
feedback, they are really little more than an idea posted to a mailing list
at this point.
You should read XEP-0050 (Adhoc commands) and XEP-0060 (PubSub) as a good
early research point and consider a basic XMPP implementation for now.
