A similar issue arises with sending the 'claimed' message to a Thing that has been
claimed (example 22). In this case: what happens when a Thing is not on-line when it is
claimed and that message is not delivered?
How does this work if there is no friendship relation between a registry and a thing?
Does the registry keep sending the 'claimed' message until it receives a response?
Or should there always be a friendship relation between a registry and a thing? If this is
the case it should be stated explicitly in the XEP-0347.
